Under Decision No. 249 by the Prime Minister dated October 10, 2005, all road vehicles must meet Euro 2 standard on exhaust fumes, commencing July 1, 2007. Other countries have already deployed Euro 3 and Euro 4.

Vietnam Registration Administration (VRA), said that as of July 1, 2007, VRA would require Euro 2 standard for new vehicle models with internal combustion engines. Models which were manufactured earlier must be upgraded to meet the standard by a later date.

The Euro 2 standard will also be applied to fuel. Currently, all types of oil and petrol circulating in Vietnam still cannot meet the said standard. For example, the sulphur content in diesel is 0.25 PPM, or five times higher than that stipulated by Euro 2, while the ratio is 0.1-0.15 PPM, two or three times higher than the Euro 2 standard. VRA had asked oil and petrol traders to import products that can meet the Euro 2 standard as of July 1, 2007.


Offroad Vietnam® organizes motorcycle touring by Honda and Minsk motorbikes. They were imported from Indonesia (Hondas) and the former Soviet Union (Minsks) during the early to late 1990's. Upgrade to Honda motocross is available.

Hondas are very powerful bikes and we have replaced longer shocks to make them very comfortable for mountain roads. They are very reliable and well maintained before every trip and always in good condition.

Today Minsks are not seen much in the cities but there are still some in mountainous areas but the trend is they will soon be replaced by reliable Hondas or cheap Chinese bikes. Nicknamed the "Iron Buffalo" they are easy to use and easy to repair and still handle the job very well. To be honest, Minsks are a bit under powered, but with Vietnam's narrow mountain roads which have many blind curves, they are the bikes of choice. Big bikes are a real big waste here in Northern Vietnam and more accidents are likely to happen if we use bigger bikes.Offroad Vietnam®'s Minsk motorbikes all come from Mr Cuong's Garage in Hanoi, known as "Doctor Minsk" to both expatriates and locals. His business is staffed with individuals who can cure all the "Iron Buffalo" illnesses. Through his talent and great interest, Mr Cuong has even patented some technical changes and done so on each "Buffalo" to fit Vietnam topography. Moreover, the guides you will travel with are all good "doctors", and all know how to diagnose the bikes and cure them of any problems. They have all been trained by Mr Cuong for at least 3 months; therefore they are not only the best guides but also handy mechanics. Spare parts and other tools are always brought along on the trip.

Depending on the country, the bikes we use as standard are Honda GL Pro Neotech 1600, Honda CB Super 400cc (upgrades available to 750cc); the Honda 400 Bros, Honda XR 250cc (Enduro), Yamaha TTR 250cc (Enduro) and the classic Russian 'Minsk - the iron-buffalo'. For less experienced riders we run scooter tours using the Honda 'Dream or Wave' (100cc, 110cc or 125cc semi-automatic step-through scooters). In Thailand we have a wide choice of machines but in Cambodia you are restricted to dirt bikes due to the nature of the Cambodian roads. Vietnam regulations limits bikes to 175cc until May 2007 but the most commonly used are 100cc, 125cc and 156cc Hondas and the 125cc Russian 'Minsk'. It would take sometime to have big bikes imported in the country.

MINSK MOTORCYCLE

The plant was founded on 6 November 1945.

It is situated in the capital of Belarus - Minsk:

The plant manufactures on parallel assembly lines motorcycles and bicycles. 70% of bicycles are exported to Russia, while 90% of motorcycles are exported to countries outside of former USSR - Iran, Vietnam, Turkey, Mexico, UK, France, USA and Germany.

Since privatization the MotoVelo Corporation has been in decline trailing near bankruptcy. On 25 November 2005 some 600 employees of MotoVelo rallied and blocked one of major Minsk streets in protest of low salaries ($100/month) and poor work conditions. On 16 December 2005 majority stock (90% of stock options) were transferred to Belarussian state to save the plant. The Belarussian socialist economy means that the plant will soon have an influx of state money and improve.

Some believe that this whole situation was created by a Motovelo director deliberately, since immediately after the collapse of Motovelo he was promoted to high government position. Looks like Lukashenka regime was after the hard currency flow generated by this 90% export of motorcycles abroad. However - this is good news for consumers - the plant will survive.
